On 9-11 June, 2023, the training on methodological guidelines for preparing the financial impact assessment of the draft law was held in Kakheti, organized by the EU project “EU Support to Public Administration Reform in Georgia” and with the involvement of the Parliamentary Budget Office (PBO).
From 2019, the project “EU Support to Public Administration Reform in Georgia” is providing technical assistance to the Government of Georgia to ensure effective implementation of Public Administration Reforms via institutional strengthening and capacity building.
The training was conducted for representatives of legal and financial/economic departments of the Ministries, LEPLs and Administration of the Government, who are actively engaged in the process of preparation of the financial impact assessment of the explanatory note of the draft law.
The training sessions were conducted by the head of the Cost Estimates and Legislative Support unit of the PBO, Shorena Kakhidze. The co-trainers Juna Gersamia, Mariam Kakhidze and Mariam Pipiya from the same unit were also involved in implementing the training. Ana Stankaitiene, the invited international expert on cost estimates and budgeting also delivered the training.
The document “Guideline principles and methodological approaches of preparation of the financial impact assessment of the explanatory note of the draft law” prepared by the PBO was discussed during the training sessions.
Participants had an opportunity to get an in-depth understanding of the abovementioned guideline document and actively work on financial impact assessment of explanatory notes of individual draft laws. They discussed particular examples in teams and presented the outcomes of their team effort. These activities gave participants an opportunity to use the knowledge gained throughout the training sessions into practice. They also had a chance to check their knowledge via game-based learning platform. Certificates were awarded to all participants.
